my 2003 7.3 had a slight leak over the last year from either the reservoir gasket or the High Pressure line to the Hydroboost. during that time I just added a small amount of atf merconV and never had any real issues. Two days ago I was driving my truck, no issues. I park at H.D. and when I get out I have little to no steering or brakes. Look back at where the truck was parked and huge puddle of ATF. Only a few blocks from my house I figure all fill the reservoir and get it home. Added a quart of ATF, and was able to drive it home with no leaks. Checked everything out and no leaks on the driveway. I know at this point I have to deal with the issue but I am trying to nurse it too this weekend. A few hours later I had to drop something off, again two blocks away and drove the truck. No issues. Was parked for about two hours and went to warm up the truck and all off a sudden I am pouring fluid to the ground again. Dumped another quart in and got it home.
Doing some research on various forums, the culprit could be the -o- ring on the Power steering reservoir, or the teflon gasket on the high pressure line to the Hydroboost. I find O'Reilly's has gasket kit for the pump so I get one, and I figure all replace the two high pressure lines, one from the pump tot he hydroboost and the return from hydroboost to the steering box. I pull the pump out, and pull off the reservoir gasket and the two gaskets that support the nut that fits on top of the pressure piston that the high pressure line threads into. I replace both hoses. Add fluid, do the standard air bleed and this is what I ended up with.
Full use of the power steering, but very limited braking, also get some kick back on the peddle when I am braking and turning at the same time. Figured I had air so I lifted up the front end and ran the steering rack back and forth some 25 to 30 times, with the engine off. No change in the fluid amount in the reservoir. Same problem. Tried the Ford TSB of bringing the engine up to 2000 rpm. moving the steering to both sides multiple times, still no change.
On a side note, the hoses I bought from O'Reilly are not nearly as beefy as the OEM's I have on. I had an issue threading in the hose to from the PSP to the Hydroboost, issue was the cheap teflon gasket leaked, so I was forced as a temp fix to use to industrial teflon pipe thread tape I have to seal the line, (temp fix, no leaks)
I have scoured countless forum thread on every diesel site I can think of and no one describes an issue where you power steering but no brakes, its usually both.
Typically kick back in the brake pedal like that is due to debris caught in the internal spool valve that operates the hydroboost, diverting pressurized fluid to the steering to boost braking. I’ve never known anyone to clear a hydrobooster, just end up replacing it.
He was one of the few that got the debris out. Many don’t. It’s worth a shot as the cost of ATF is much less then a hydrobooster. It’s also worth pulling the reservoir and cleaning the screen in the supply port which can cause a reduction of flow and cavitation in the pump.

I remove the PSP, and pulled the reservoir off to replace the -o- ring. I see a lot of forum posts about the screen. I did not see any screen. Where would this screen be in the PSP?
