I just bought 1964 TB 390 engine and want to give it more HP. Is this a good engine to work with. I would like to try to get about 400 hp any idea or help on this.

There's lots of websites if you go to google, type in 'ford 390 428' theres all sorts of choices. One site with good 'old style' information is www.woodyg.com has 390 build-up the old way with 3 different levels of engine build.
Your T-bird should be a great road car. I built up a 65 Chrysler Imperial 440 for a guy. Was big and heavy, very stable at highway speeds and above. His wife didn't like me 'cause that car was fast when we finished the job.
Well I have a book that lists a motor they rebuilt of the 390 variety.
They used a 4V 390
flattop pistons with a 9.5:1 compression
custom cam: 110 lobe seperation
lift intake/exhaust .536/.560
duration (assuming @ .050) int/exh 226/234
C3AE 390-4V cylinder heads mild port work (you may very well have these)
performer rpm intake and 750 edelbrock carb
hedman long tube headers.
This is a pretty mild engine build and they got 402 hp at 5500 rpms and 460 tq at 4000 rpm. Given the mild build listed and final hp/tq numbers I would say the 390 is a nice motor to build. Good luck
