I was also told a bad ground was the problem. What I actually found after I crawled under the axels was broken brake wire. I recommend getting in there and tug gently one each of the connections to the brakes. If that does not locate the problem using a ohm meter and run continuity checks with the brake wires to the pig tail. Good luck.

This is a good thread about a main harness plug by the spare tire, that's not water proof.
