No boost

No boost
I have a 2004 6.0 with no boost. The turbo is not stuck. Have tried two vgt solenoids and still no boost. My question is, when the truck is running should there be power to both wires at the vgt solenoid? I do not have a computer to plug it into and my little code reader shows no codes.

Do yourself a favor and get a good code reader, they are pretty cheap if you have a smartphone or tablet. Get the Forscan app online. It is around $5. Then get a compatible WiFi or Bluetooth adapter that plugs into your obd port. Around $20 on amazon.
