Tachometer acting weird

So I was driving along the other night and noticed when sitting at a red light the tach would fluctuate and sometimes bottom out to zero. When I say fluctuate I mean from around idle speed to zero but the actual engine idle would never change. I'm not sure where the tach gets its signal from on a '95 4.0 but since the engine didn't sputter and die, I figure a loose signal wire. At any speed above idle I don't see any fluctuation yet and it doesn't do it all the time. Any clues on the cause of this?

If your 1995 uses an ignition control module, that would be my first suspect. The ICM in earlier Fords were pretty well-known for causing tachometer issues during early stages of failure.

I looked up icm for the '95 and don't see anything so don't think that is where the signal comes from. I'll have to look under the hood and see if there is a coil pack.
