Plugging in those numbers to an online calculator like this one Engine RPM Calculator and it looks like you have 4.88 gears. I'm getting 4.88 gears, 37" tires, 60 MPH, .70 OD trans ratio and 1861 RPMs. These numbers are a good bit different than what you mentioned earlier with 2800-3500 RPMs at 65 MPH, that must have been in 3rd gear and not OD.
If that calculator and my figuring are correct then those 4.88s are a better match for the 37"s than the factory 4.30s would have been. With 37"s and 4.88 gears the effective ratio is 4.17, so mid-way between the standard 3.73s and the "sweet spot" factory optioned 4.30s. Since your '99 is a non-PI engine that has a little less grunt than the later 2V V-10s with the PI heads and intakes the deeper gears are even more important, performance wise, especially if towing/hauling heavy. Your goal of hauling a motorcycle in the bed and towing a 6800lb TT should be plenty doable, just expect to downshift on any real hills along the way and make lots of gas stops! Loading that MC into the bed of an 8" lifted SD on 37"s might be the most fun. Another challenge will be getting a good WD hitch setup properly with that much lift and tire on the truck, you want the TT to ride level to slightly nose down when all hitched up.

I thought trans was bad took it to ford they road test it and told me they could do a software update that cost 135.00 it was gamble he told me it could work or not. And it did help the last trip I took after update just had some furniture in the back from my door to Chicago was like 389 miles only use 3/4 tank of gas. I thought that was good for being a v10 setting on 37. So in reality I don't need a programmer or a tuner? And I must inform my truck doesn' have a 8ft bed it' a Quad cab so I think its got a 5' bed or 4.5. Really second guessing on taking the bike to be honest it is gonna be a pain to get in-and-out.

I have no idea about the earlier high revs and the dealer's software fix, sounds like it wasn't going into OD maybe.....?
No, you don't "need" a tuner (nobody really "needs" one ), but a good tuner with well written custom tunes (like those from 5Star Tuning, a site sponsor) will improve the trans shift strategy on the 4R100 and will provide for whatever small engine output increase is possible, just don't expect any "WOW!" type of engine power improvements, especially with the non-PI 6.8 in your '99. The trans improvements alone were well worth the tuner/tunes for my heavy towing V-10 EX.
