Electrical Problem

Hey Everyone, I'm having trouble fixing an electrical glitch in my 2001 F250 4x4 6,8L. In the fuse box under the hood I get no functions from 2,4,6,8,10 I have the fuse out of 12 the daytime headlights. The fuse box has been gone into before me as it is cracked. With no key in the ignition all the fuses other than the ones above have power to them. With the key turned on I get power to the above fuses. But the functions don't work, L/R turn signals, "all the other lights work to include flashers", over drive is out, the AC, some of the emissions, What ever else goes to the above numbers. I accessed the back of fuse box and have power to the bank of 2,thru 12 from the double green wire. That wire come from relay 30. When I check for power on relay 31 I get a short from a couple of the connectors. I changed the relay in both 30 and 31 still the same problem. Got power to to 2 thru 12 but not out. Can anyone tell me what the problem may be?
