I had the wiring harness replaced for the cruise control under a recall on Nov 21, 2017. It was about 2 days after discovering there was a recall on it. I'd bought the truck on September 9, 2017.
The next day, I discovered that if the engine is off, in particular, if the engine is off and cold, I have no brakes except the parking brake. If it is warm but off, I might be able to press it twice before the pedal seems locked (unable to be pressed). If I turn the engine over, the pedal is no longer locked and the brakes work.
Has anyone else noticed this issue after having the work done under the recall, or does it seem likely that the fix was not done properly?
I'd bet a donut you have a leak in your vacuum system. The vacuum reservoir will allow 2-3 POWER applications of the brakes after the engine is shut down. After the reservoir loses vacuum, you are back to completely manual brake application.
Check the vacuum lines, the check valve and the reservoir for problems. The same vacuum is used by the cruise control, maybe, unless it is an electronic servo, and there may be a 'vacuum break' (not brake) that opens the cruise when you tap the break pedal. That disengages the cruise, but might be the source of leakage as it would be near the brake pedal arm.

That's just it, there isn't even a manual application of using the brakes when the engine is cooled. It's like trying to push a brick into the earth, but the brick is sitting on a large slab of marble instead of dirt.
If it is a vacuum leak, it did not start until they did the recall work. How likely is it that they goofed it up?
