Have a read here https://www.justanswer.com/ford/7kcs...uble-code.html, about what the IMRC voltages should be with the engine on & off. The reading shown above @ 1191 RPM suggests the IMRC isn't sensing engine vacuum, so check its attached hose to make sure it isn't blocked, or disconnected, on Both ends & let us know what the IMRC voltage does with the applied vacuum test.
