Hinge backplate?

Hinge backplate?
Hello,
2003 F150 here. My tailgate hinge rusted out. I bought a new hinge. In the process of removing the bottom bolt, it snapped out. So, the bottom bolt is stuck in place. Well, I remove the top bolt so that I can remove the hinge and get better access to the bolt to try a bolt extractor on it. Ends up, the darned thing is some kind of bracket (or backplate) that came right off.
I can't find this backplate anywhere. Anybody have any idea where I can get the backplate? While at it, surely I will need a new bolt too.

I may just have to have somebody fabricate me a plate that I can use. Or go to a junkyard, I guess.
