My 71 f100 2wd swb has holes in the spring tower for a 2nd pair of shocks. But no place to bolt the shock below. Is it 4wd? I'm figuring its got to do with the package that came on it from the factory.
If 2wd, those are aftermarket lower mounts from the late '70's/80's for the pre-runner/Baja race craze. IIRC Ford did offer dual shocks for 78-79 F-150/Bronco 4wd's.

I've got a 69 crew cab and it's got dual shocks. Got another question too:
Can a truck set up this way take the OEM Sway bar? Or does the front shock mount get in the way of the c-cup the bar mounts to?

I'm pretty sure that is due to the fact that both sides are the same. This allowed the factory workers to just grab a piece and put it on whatever side they were working that day.
It wouldn't be that difficult to fangle up the axle mount brackets. I would be interested in seeing how the forward axle mounts were done.
