#13 Fuse blowing

#13 Fuse blowing
My '96 F150 blew the #13 fuse today. I had the switch on the master cylinder replaced as part of the recall 9-10 years ago.
I started unplugging things I understood to be on the #13 fuse's circuit:
1. Unplugged the switch on the master cylinder. Blew the new fuse. Left it unplugged.
2. Unplugged the turn signal flasher. Blew the new fuse. Left it unplugged.
3. Unplugged the brake position switch. Did not blow the new fuse.
4. Replaced brake position switch. Blew the new fuse as soon as touched the brake pedal.
5. Unplugged the CC servo under the hood. Blew the new fuse with brake position switch still plugged in.
Any input would be appreciated.
