That looks exactly like the cup holder from Harbor Freight on the side of my toolbox.

The magnets are on the back, not the bottom, so I don't know how they expect to mount it? Is there enough metal on the front of the seat base frame atop the hump to attach it there? If the holes are only big enough for cans, then probably not a lot of use for a lot of people, though.

I think people are attaching it to the dash not the floor or seat
It works OK. My wife prefers it (to the one I have on the floor) for her tea. It is meant for a perfectly vertical surface (like a tool box side). It does prevent the glove box from being opened but is easily removed.
