I have a 1996 ranger st 4.0 want a lift to run 35s what is the best to go with don't know if a 3in would do anything because of the 2-inch Factory lift would I only go up another inch please help thank you
I'd recommend against 35 in. tires. That's way too big for a Ranger. The braking power will be dramatically reduced to the point of being dangerous. In addition, unless you also regear the differential, the truck will have power reduced so much that it will behave as if taking off in second gear. It'll look cool, but will be a dog to drive.
31" tires are a good sweet spot for the Ranger. Braking effect is notable, but not significant. If you have 4:10 gears, then the gearing would feel stock. Some of the later model trucks came with 31" tires or the metric equivalent and their brakes are larger, too, so performance is much better with those models.

Assuming st means STX, there was nothing different between the STX or the XLT as for as ride height(lift) is concerned. STX was essentially a higher trim level that included more options 4x4 options like sway bars. So installing a 3 inch lift would raise your Ranger 3 inches. I agree with Reddog that 35" tires are way too much for a Ranger like yours which came with 3.73 axles.
