So I jumped in the F350 to go to work this morning and when I switched the headlights on, the high beam symbol dimly illuminated on the dashboard. If you pull the flash to pass the high beams illuminate brightly, if you push the stalk to illuminate high beam they change marginally in brightness. On both occasions the high beam symbol illuminates properly. Haven’t really had a chance to get into investigating it, just wondered if anyone had experienced this before??
Check to see if the high beam element and low beam element are shorted together at the headlight. Had a Jeep Cherokee that I nearly pulled my last few hairs out on with very similar symptoms and it turned out to be a bad headlamp. It would do fine on dim but the bright indicator on the dash would be faintly lit. About two days worth of chasing wires I figured it out. Didn’t help that I bought a brand new one with the exact same fault as the old one.
You didn't say if you have fogs or if they were on but you could of been seeing the fog lights turning off when you push the stalk forward but they stay lit with flash to pass.

I thought your symptoms seemed familiar. I’m serious about buying one off the shelf that was faulty In same way. Makes for some nightmare trouble shooting. I was about to burn the Jeep. Glad you figured it out.
