The holes line up but the radius doesn’t match the hood. The original fender is almost perfect. Looks like I’m cutting up the new one to repair the old one
I bought a repopped front fender from Mid West Early Ford at Carlisle in spring 2015. I got the truck repainted in 2016 and my body man did not complain of it not fitting or having to do a lot of tweeking to get it to fit.
I bought left and right lower cowl panels from Dennis Carpenter a few years ago and they were terrible. All the dies had washed out and none of the contours matched the upper cowl. I sent them back and bought ones from Northern Classic Truck which fit. I agree that there is a good chance all these fenders are from the same source. So if one set fits better than another it would be from process variation. As expensive as these are any returns will make a big impression all the way back to the manufacturer. It is the only way that we will get good fenders in the future.
I'd send them back, and at least try Dennis Carpenter's. Never heard of much tweaking needed, certainly nothing like these.
i got 2 new rears from dennis carpenter and they came in dennis carpenter boxes but had yellow "made in Taiwan" stickers on the boxes. However they did fit nice.

I just went to dennis carpenters web site and it says the rear fenders are made in the USA but the fronts are imported

It was extremely sad news but Northern Classic Truck closed last year. It was understandable after so many years serving our hobby they wanted to enjoy their retirement but a great loss for those of us that want a quality product. They stamped all their stuff in house in Michigan.
I found this thread on the Ford Barn site. Maybe there is hope in Ohio if Midwest early Ford gets the equipment up an running.
