i installed some TYC 03-04 style lights in my '00 about a month ago with Philips Xtreme bulbs and I can't stand the beam pattern. not sure if it is the light, the bulb or the combination thereof.
since i have a '00 I dont have factory fogs, but I want something I can use all the time to help supplement my headlights. tried searching but there is almost too much and yet not enough information about adding to my '00.
i think i need to make up a bracket to adapt to my bumper anyway? that is the thing that has me the most confused since i can't seem to find a good pic of how they actually mount
These look like the factory mounting style. The use clip nuts on the back edges of the bumper. Note the smaller silver colored bolts in this image.

I have ordered a set of clear driving lights from RockAuto, plan on using the same LEDs I found for my 04 Navi. They have a pair of round reflectors in each bulb that I feel does a better job of acting more like the filament type bulb and makes better use of the light housings reflector.

Yes, 3 each side. Two on the tow hooks each and then 1 each on the V bracket from the ends of the bumper to the frame. I loosened the 2 bumper side bolts of those V support brackets to allow them to move away a bit. Also helps when you are trying to put the bumper back on.
Maybe of little help...but...when I bought my '05 Ex new, I also ordered the Ford foglight kit. I seem to recall that there was no drilling...I just had to slide the J Nuts over the existing holes in the bumper. I do know that I did the install without removing the bumper...
I'm going to guess your light issue is more alignment. Every Excursion foglight I've dealt with (three different sets so far- two factory and one FCSD replacements) were all terribly out of alignment, all pointing way up. The lights naturally point up, and as you tighten the adjuster, it pulls the light down. The adjusters are hard to turn, especially when in the bumper, so I would plan to crank them in half way or so before you install...easier to loosen to raise and not fight the spring once it's in the bumper. It could be your brighter bulbs just make the alignment issues much more noticeable vs. a standard style bulb.
I believe the adjustment screws go into plastic, so with spring tension, you can't really point them way down, but you should be able to aim them some. If needed, I suppose you could modify it with a metal nut. Find a garage door and adjust them just like you would your headlights. You'll probably be shocked at how much they are pointing up now.

Dont have any lights in bumper now, just 03-04 style headlights. They are aimed about as well as possible because technically you cant visually aim 9007 housings. The Bulbs create some hot spots snd not a very distinct pattern, i will probably put some standard Sylvanias in instead soon.
Can't recommend these enough. I originally bought a set of factory fogs from an 05 I think and couldn't even tell they were on.
Pulled those and put these in, and it was amazing. Reflectors especially - they light up a good 1/2 to 3/4 mile away.
Tip: Aim them down, otherwise oncoming drivers are blinded. First two nights I was getting flashed so I aimed them down more (below the hot spot of your regular headlights) and the cast off lighting was still more than enough.
Where did you get those Rigid Leds and do they have a wide beam like a fog or a more narrow spot beam? I want to put a set of those in the lower bumper of my jeep so I can see the terrain better when off roading at night.
This might be too late... but check this out that I just did. The Rigid SAE lights have a lens that gives you a “driving light” pattern and work very well. I highly recommend these. Also the thread works you through the brackets so you see what was mentioned above about aim.
If you're looking for amber I've been very happy with 3000k HID bulbs in factory fog housings. They put out tons of light, I can happily drive at night with only the fog lights on if for some reason I really wanted to.
I went this option over Rigid because I got the same light but in the amber tint like I wanted and the cost was far less.
