I don't recall it blocking the factory fogs, but it did make us a very good spot to mount Piaa lights. I have one left at the office that I plan on modifing my warn semi hidden kit for. The brackets bolt to the two outer most bumper bolts, and make a sharp 90 degree turn forward. The bar itself should be open enough not to interfer.
I installed a WAAG brushguard on my previous SD and it did not block the OEM foglights. I don't think the front runner will either. They are made to be aftermarket bolt-ons. Maybe you should give WAAG a call to be sure.
powersrtrkin', not sure if you were addressing me, but the WAAG brushguard I installed on my previous SD had predrilled holes for an additional set of lights on the top portion of the horizontal bar that runs along the bumper. Those holes where plugged with those plastic snap in plugs and looked really nice. I never added any extra lights. Hope this helps.
For the front runner, they make P clamps. The clamp wraps around the bar and gives you tabs to attach the lights/tighten the clamps. The nice part to the clamps is you can mount lights above, below in inbetwen the bars.
