ok so if someone finds a truck in Cali that is rust free, and wants to buy it... whats all the registration fee, traps, or gotchas that we have to worry about if it will be titled elsewhere?
clean title in Cali and I buy it to title in Tn or someone else in Al or ???
If you buy a truck in CA and take it to TN, then all your worries are in TN.
That is IF the truck is currently registered here.
IF the registration is out of date, you will need a temporary registration to legally move it on public roads. Again, most of your issues will be with TN accepting it with out of date registration.
Only if you are going to register it in CA to begin with, and only if it is '76 and newer, would you worry about a smog check.

In addition to having the seller sign the title over to you, highly suggest having the seller write you a compressive bill of sale inclusive of the seller's California's address, phone number and E-mail address and more importantly have the bill of sale notarized in California. With the above copious bill of sale, it should enable you a trouble free process registering it in your state. Though you might still be required to have a peace officer verify the VIN.

As mentioned, most of the concerns will be with the "new" state. You can go to their motor vehicle website to get the details of what they require. A few years ago I bought a truck in CA and titled/registered it in Louisiana. You won't owe CA anything.
Be sure to get a "clean" (no encumbrances) CA titled signed over to you and a bill of sale so the police won't accuse you of theft. I did the act of sale in a Chase bank that had a notary on salary. Some of the CA documents require a notary. I drove it back to LA with the CA tags.
Louisiana required:
Their application completed.
The CA title signed over to me.
A bill of sale, notarized.
An odometer statement (this is on the CA title).
A financing statement if it will be financed.
Proof of financial responsibility (some call this liability insurance).
A "good" check to cover their fees and (sales) taxes.
But all states may not be the same. Be sure to check yours.
If you want a antique vehicle tag, this is a good time to request it. There will be some requirements for that also. In LA, it's a good deal. There's a one time total fee of $36.50. After that, no renewals, no fees, no stickers, etc. as long as you own it.
I am just wondering about all these fees and taxes I hear about for smog this and smog that in cali. here in Tn unless you live in a few select counties there is nothing to worry about any emissions. and this age of vehicle don't count for emissions anyways. I guess I am just worried about ... oh BTW you owe us an extra $2k for taxes when I don't live there and wouldn't tag a vehicle there....

I suspect that you are worried about something that will not materialize. It makes a difference where the vehicle will "live" and where it will be titled/registered. California has been more concerned about their air due to having a population & vehicle overload condition for decades. Louisiana is as you described for TN, there is emission testing only for the most critical areas. Otherwise, to get a vehicle inspection sticker, no emission testing is required. If you are worried, call the DMV in CA and ask them. When I bought the truck, no $$$$ went to CA; but I did leave a bit when I got back to LA.
If I'm remembering correctly, CA requires emission testing for vehicles back to 1976; but that is just for vehicles registered in CA.

Also, diesels start smog testing at 1998. As stated before, check your state regs before coming out to Ca to buy a car. In Ca, make sure that the pink slip is clear of liens (loans) and have the seller smog the car for you, if required here in Ca. By Ca law, seller is responsible for smog and cert may come in handy for you. Finally, Ca is a long way from Ten. If this is a private sale, maybe an FTEr close by can make sure the car exists?
You know..it's really too bad you have to throw in a comment like this. Political climate aside, Ca has everything that a person would want, except for green scenery. In no order, we have an ocean that borders our whole state, high desert, low desert, redwood forests, Sierra Nevada spine. Lakes, rivers and streams in abundance with the wildlife to go with it. In winter, snow is not too far from the big cities. On average, our climate is fantastic year round, which makes it better to enjoy all that we have here. I haven't been to Tenn but if its anything like Arkansas, then it must be beautiful also.

Yosemite, Kings and Sequoia Parks, for example, have all the green scenery anyone would love to look at.
CA is the only state that you can surf in the morning, ski in the afternoon or vice versa.
I've been to TN .. the scenery is nice, but I wouldn't trade it or any other state for California!
If the truck is not going to be registered here, people have nothing to worry about.
I just see on the craigslist of the week from time to time about the smog stuff, figured others might want to know. I have been all over cali and honestly it is a beautiful state, just wrong politics is all. yall vote them in, vote them out to change it or move if you don't like where you live is my motto. northern cali is like home, I loved it. southern cali is a whole different people, not bad, just different. no I will probably never buy a truck from cali. I almost did earlier this year, but changed direction.

I’ve purchased many trucks in California and brought them back to Nevada. The best deals are the ones that have back fees so no one local wants them; therefore, you get a deal.
