Expedition 5.4 engine problem. but no codes...?

Expedition 5.4 engine problem. but no codes...?
Looking for any help and ideas for my brothers 2008 Expedition XLT 4x4 that he bought brand new. His problem is the vehicle will surge or cut out intermittent. Sometimes it will be fine and other times it will surge or cut out. To me it feels like a fuel issue or throttle position sensor but i think we should see somekind of code. He has been getting nothing for codes. The very first mechanic he took it to told him. Yes you have something wrong but everything he looked at seemed to be fine. He suggested that it could be a "Power control module" was faulty and if that was the case it might explain why there were no codes. He took it to the dealer (which I have no faith in here in ******* MI,) and they tell him nothing is wrong with it. Even though he took the tech for a ride and repeated the condition. He has had other mechanics tell him...

Oh vehicle has 147,000 miles, Plugs were recently changed.
