WTF??? The truck is SEVENTEEN model years old!!! It is an XL trim truck (the lowest trim level possible). The grocery list of items needing addressed as you've mentioned to bring it into passing a safety inspection (something I am sure would be needed in your jurisdiction to transfer title) alone is worth about $2000 give or take!!! In my opinion, even $5000 would be too generous, even if it were equipped with the diesel engine (which adds significant value on the used market), which this truck is not!!!

The reason why I was so interested in the truck was because the owner described it as being mint. After seeing it, I would say it's very good purely based on the lack of rust which as someone else previously mentioned, is a huge issue in NJ and surrounding states. This truck had less rust than a 5 year old truck. The owner should have accepted $10,000. I don't think he's ever going to get close to that ever again since winter is coming, people will be buying new trucks from dealers, and his will continue to go down in value. Especially since it's a base model, no diesel, 2wd, steel wheels, etc, etc, and etc.
In New Jersey, the majority of trucks don't have to pass inspection anymore. About 1-3 years ago they passed a law that omitted many vehicles from inspection. I think NJ just doesn't want to pay state employees money to plug in an OB2 sensor lol.
