I am looking at purchasing a 98 ranger 4x4 extended off road package for a song, but it has timing chain problems. I talked with a mechanic who owns his own shop and he says that it requires a specialty tool to change all (4) chains. Has anyone done this and how difficult is it? Does it really need the specialty tool?

First thing I would do is find a mechanic that really knows what he is doing because like Rockledge said, there is only 1 chain.
