Steering bind on a 78?

Steering bind on a 78?
Hi to all,
I purchased a 78 for my son and am working to get it road worthy. The steering feels like it is binding. The power steering unit sounds like it is working, but turns freely some and then turns hard. The truck sat for 15 years. I took the original power steering pump and steering box off thinking it was trashed and replaced it with another used unit off a 78. But come to find out it has the same issues. I was going to jack the truck up and disconnect the steering at the pitman arm and turn each component indepentently to see if it has drag. Does anyone have any words of widsom that might help?
