Programmer causing high idle?

Long story short-
I took my truck to my local diesel shop to solve a draining batteries issue that had been haunting me. They determined it was the GEM, so they replaced it and re-flashed it.
Battery drain issue is still there, but now it also won't come out of high idle.
I have a programmer on it, but have no idea which one it is because it was there when I bought it.
The **** on the dash has 4 positions, and position 1 is high idle. Position 4 is more power (enough to blow smoke). Position 3 is also more power, but not as much as 4. Position 2 may be more power or it may be stock. I don't know. I usually keep it on 3.
Anyway...the **** does nothing now when I turn it. I traced the wires back as far as I could last night, but got lost up there and found nothing.
It doesn't seem to plug into the bottom of the PCM like the TS 6-Position chip unless they hid the wires REALLY well.
1. Does this programmer sound familiar to anyone?
2. Is this causing my high idle?
3. How can I fix it?
I got tired of being without the truck, so I have it back from the shop now (after 4 months of them trying to figure things out) and am driving it with the high idle.
