Issue: All my Dash and Parking lights started to "blink"..almost like a turn signal.. on..off. on...on steady... off again..
Notes: I think I heard an audible clicking relay noise behind dash.. The noise is not from my turn signal relay or hazard relay.. Also, headlights - still work, but I disconnected them to try to eliminate factors, still blinking..
Do me a favor and read the last paragraph of the last post on this link. It's for my 78 Bronco, but I'm wondering if you're having issues with something similar to me. I haven't figured it out yet, its on the back burner, but I'm just curious if its in any way the same as what you're experiencing.

Could this be a failing headlight switch?
Advice? Ideas?
That sounds crazy. Do you have your cab grounded to the engine? And is your dash harness ground attached/connected to the steering column support?
You're sure it wasn't the turn or hazard flasher relays making the noise? Did you unplug them?
I've never seen it happen, but I could 'see' a missing ground cause other accessories to pull a ground-path through the flasher circuit/relay or something like that.
@75BigBlock, I've had column-mounted ignition switches in 1980s Mustangs and Capris do the exact same thing you described, complete with the relay sound, and that was because of a supposedly non-removable connector pulling loose from the switch itself, inside the column. A wire-tie or zip-tie will fix that particular malady on those switches.
You can get another switch, and transfer your key cylinder into it. A Ford OEM switch is best.
Replaced the headlight switch with a new one from Motorcraft. The original was really showing its age...No more blinking issue... But now the "dimmer" feature does not work...
