Wink Hooked it up, What does it really do?

On my '04, I gave the blue/yellow wire 12v for 1200 RPM idle. Works great but what does it really do? Is it just a high idle, Does it activate the PTO circuit, or is it BCP?
Trans is non-pto version however the plug is under the dash for a APCM and from what I've read, All these trucks were wired for it whether if the trans was ordered PTO or not. And strangely enough, I don't need to have the E-brake set for it to work. Just in P or N and off the service brake. Tap the brake and it will start slowing down but let off and right back up it goes.
Also, There are a few connectors that go to nothing in the dash. Some are plugged to the dash face or left hanging in the dash frame. What are they for and could I use them if I got the accompanying parts?
And if anyone wants to completely kill the dinger in these trucks WITHOUT going all over trying to disconnect things, I found where they stuffed it and its quite easy to do.
Lots of electrical questions on this truck.......
