The gas gauge only functions when the key is turned left or turned 1-step to the right (before firing the engine). Once the engine is running, the gas gauge moves to empty even though I've just filled up the tank.
I would say clean, check and adjust the ignition switch.
When you turn it to start the contacts inside the switch do not make and why no gauge.

Sounds like the ignition switch inner contacts are not making good contact or the switch is starting to come apart. From under the dash, look at the back of the ignition switch. Is the black wire connector part loose or separating from the switch's main body? Also check the wiring there for clues of high heat. 1968 Bumps came with a round pin switch. Which was troublesome.
after inspection looks like the wires into the wiring harness look seriously worn, like heat has melted them a bit. Is this normal?
I would say not normal but not seeing it I cant say if it would be ok the way it is or you need to do something now to fix it.
Any way you can post up a picture or 2 of said wires?
