As I have seen too many times, those light bars are in the worst possible place for your environment. I would re-mount that down low in front of the nose somewhere.
Car makers have spent millions of dollars and years of R&D to develop a headlight that has a "cut" that prevents lighting anything above the hood. In comes the aftermarket... "We can light the hell out of anything forward of your eyeballs." Great. Thanks for the blinding bright fog, snow, rain, hood, and dash.
I think its a combination of things that makes them popular to put on the roof. For a while, theft was quite an issue with them. Also, most of the big rigs here with doubles, mount many lights up top so that probably why people follow that setup.
I do know from year of driving here that where it isn't mounted isn't ideal for rain/snow but I think it will remain there for the time being.
