99 expedition key programming prob

My only key that was programmed for the expedition was stolen, i had a key that was cut but not programmed. I brought it to a dealership and they call me sayin the key is bad, they need to cut a new one. Then they call back 30min later and say they cant connect to computer to program the key, do i want to ok then to go ahead and dig into it at $70/hr. I say y couldnt you tell that you couldnt connect with the computer on the first key!? Instead of making me spend another $40 on a key and still not have it fixed? Has anyone ever heard of tbis problem? What could it be?

The computer and the 12v lighter socket share a fuse. Often when things are plugged into the 12v outlet the fuse blows and also kills the connection to the computer.
