Here is a photo of the engine bay of my 78 F150. On the passenger side there is a small electric motor that I thought was the heater blower motor but I read that motor is in the heater box so not sure what this is.
Since it looks like a 2-wire motor, with the black one being a ground (rather than a low and a high) presumably, make sure that the motor is indeed grounded.
If attached to the body, make sure that the body has a good ground from the battery too. Many times when a battery cable is replaced they neglect to attach the body ground. Just the cable going to the engine will sometimes get the job done, but not always.
Especially after these trucks age a bit.
I pulled the heat box off last night and removed motor. The motor is locked solid looks like water got in the motor and rusted the inside. I did try it across the battery and it doesn't do anything at all.
Looked up the motor online last night and ordered a replacement can't beat $22.
