On my 2016 F150 with the 2.7L V6 there are what appear to be moveable louvers behind the opening in the front bumper. It looks like the engine/computer will open and close them to block air flow.
Does anyone know what they are and what are they designed to do?

At high speeds when the engine and its components are cool enough, they close. This creates a boundary layer of air around the front of the truck which lowers its drag coefficient.
In other words, It is used for better fuel economy at higher speeds.
