Ignition module, does it need separate grounding?

I only have this truck a short time and was just looking things over and came across this with the ignition module on the inner fender. One picture shows a resistor? Just laying on the fender apron. What does it do and should I attach it firmly to something making a solid ground?
Another pic shows an attempt! To ground the Ignition module. Again, does this need to be grounded seperately as shown?
Lastly, battery negative cable, here's why to always check all grounds!
