The mpg you are complaining about dosent sound that bad for an old truck with big heavy tires. My 2015 Chevy Silverado gets about 17mpg hwy and 12 pulling a 14' trailer with a couple quads on it. My 96 F150 gets 16 mpg hwy and around 10 towing. The new truck tows better and gets better mpg (even with big mud tires) but the ford has been paid off for ever. If you want better mpg all around put normal size tires on it (not mud terrains or anything with high rolling resistance). If you want better mpg and power towing put steeper gears in it or drop in a 351 (or both). If you want better mpg and power both towing and empty sell it and buy a diesel.
