You'll get water vapor up through the concrete. The wood would act like a sponge and hold it. By concrete block you mean like the patio, wall type block? Those are pretty porous. Your area may not have the high ground water as here and if it's common practice there it's probably fine. Here the concrete is always done, at least from what I have seen, before building.

Hot! 92 to 94 during the day and humid. Been having fun though. Saw some ceremonies this morning then drove back to OKC and went through the federal building bomb site. That was pretty moving. Glad we took the time to do that.
Tomorrow is graduation ceremony then we spend the day with my nephew. He spent today with his dad and step monster...errr step mother.
