Im trying to pretty up the old farm truck I just bought and want to start with repainting small portions of the truck to get rid of surface rust. Whats the best way to go about sanding/painting these spots? Should i just use touch up paint cans?

Good to see you found it. These guys will tell you which way to go but based on your budget I would start with the stuff that is serious first. The window felt shown in the bottom photo is replaceable and cheap. It comes with interior and exterior.
Also do you have an air compressor and spray gun or know someone that does? Spray cans I don't think will cut it as it will take a lot to cover the areas.
I don't like to say this but look up roller paint job on Youtube it may be a way to go too.

Then you will know a little on what may work on what area of your truck.
You will need to get rid of the lose flaking rust and paint first.
I would use the acid in the link on the roof as it is not deep like the window rust is. You can use the acid on all rust but for the window I would go with something like Eastwoods encapsulator or POR 15.
