we have a 94 E 150 with a 5.8 in it.it runs fine and all of a sudden it starts to race.shut it off and start it up and it is most of the time fine.we drive it 30 miles and there is no problem ,shut it of come out in 2 hours and it starts to race .with your foot of the brake it goes 25 miles and hour.it just keeps going up and down.we changed the MAP,CONTROL VALVE (IDLE AIR) plugs,fuel filter,oil,no vaccume leaks.

I have heard of this problem before in the Crown Victorias with cruise control. It seems a faulty solenoid valve was allowing a small amount of vacuum to be applied to the cruise control actuator. If the van has cruise control, try disconnecting and pluigging the cruise control vacuum line.
