Sector wheel on steering column?

Sector wheel on steering column?

If you remove the cover for the lower dash under the steering column, you can see a slotted wheel on the steering column. It looks like a tone wheel for ABS or a trigger wheel for a crank/cam angle sensor.

The Excursion doesn't have any sort of stability control. I can't figure out what computer on the Excursion would want to know steering angle.

The Edge CTS Insight monitor displays both pitch and roll.
