'13 F250

I;m having a power steering problem and can't figure out the cause? When I,'m idling or going slow like turning into a parking space it's like I do not have power steering. My mechanic says everything seem fine but it is not. Any ideas of my problem I'm thunking I need a new power steering pump because I do notice a whine from the pump as I turn the wheel.

Changed pump, did not fix problem.

I took in to my mechanic to have it changed so I hope they did. Dose '13 F 250's have power steering fluid filters?
