2004 Ford Expedition with rebuilt motor from 6 years ago just put in a new used 4R70W transmission. Won't shift past 2nd gear speedometer is not registering speed. I've put in new seals new fluids new speed sensor still won't shift past 2nd manually goes to gears just fine while driving not able to shift past 2nd gear automatic transmission

 

I suspect it's not shifting because it's not sensing speed. I'd focus on tracking down the not sensing speed issue and then see if the shifting problem takes care of itself.
