Changing Fender Need Help

Ok so the body shop claims that the fender did not fit so they bought a new one from a parts store. This one does not fit so they are claiming that a 0 mile per hour bump my daughter gave the front fender when she scratched the fender pulling out of a Sonic must have bent the frame. Funny thing is that the old fender fit perfect prior to taking it off. In fact the lines were spot on and the truck has never been wrecked. I noted that there are 2 bolts on the old fender in the center. Are these used to pull the fender in because there is a 1/4" gap on the front fender sticking out from the door and the fender is 1/4" off on ever gap including the hood and window. The hood is 1/4" higher than the fender and I refuse to pay until they get it right.

Here are photos of the salvage fender that they tried to install. The new one looks a little bet better than this. What did they do wrong because this is a factor fender I pulled off of a truck that was in great condition. Thanks
Factory fender that does not fit.
This is the best they said they can do but it is even lower that its supposed to be
Almost a 1/2" gap, Truck never wrecked. There has to be an adjustment these guys are not making.

There is a bolt inside the fender that you get to from the door jam area while the door is open. That fender looks like it needs some shims on the top and the center bolt installed inside to be tightened while putting pressure on the outside of the fender pushing inward.
Take time to see what all the adjustments will do to the fender and you can get it real close.
Good luck

Yes there is a bolt that "holds" the position of the fender once aligned. Open the door, get down low so you can see past the hinges, look between the two hinges, with a flashlight you should see a protruding mount extending from the inner lower A pillar or the side of the cab. there is a mating flat edge that should overlap and a J-nut with a bolt holds the fender position when tightened. It is hard to find at first but once you locate it you will see how it is supposed to work and it will make sense.
