Power windows ground problem

Power windows ground problem
I have a 1999 F-350 My passenger side front window will roll down but not up. I tested the wires to the motor and when I press down I get +12 volts as I should. But trying to go up I have -2.2 bolts when it should be -12. Could this be a grounding issue of some sort?
