Explorer ECM start delay

Explorer ECM start delay
Howdy y'all, my 1996 Explorer 4x4 has been always been reliable and runs like a champ. For about a year now, when I turn the ignition to start, usually I have to wait for the dash indicator lights to clear and it starts right up. Occasionally it will just fire right up. I hear the fuel pump solenoid kick in after that 1 or 2 second delay.
I have checked connections to the ECM and thought I got it when I found a ground connection that was rusted off. Turns out it wasn't that. I tried stepping on the brake before the start, and that really doesn't help either. I'm hoping there is somebody that knows a bit about this as it is hard to explain. Any ideas on where to look or check something is greatly appreciated. There are a lot of good mechanics on this forum and I appreciate your time to respond.
