Brake problems

Hi I am having some brake problems with my 1995 f250 powerstroke 2wd truck. The back brakes will lock up before the fronts have a chance to do much. The abs light is on and I pulled the codes and got code 7. Tried to follow the testing procedure but I'm not quite sure how to find this problem. Anybody have some ideas? Thanks in advance!

Ok from that link you posted I got.

"Code 7: Light flashes 7 times; No isolate valve self-test"

Still reading on what to do about that

No I haven't figured out my problem but I am leaning towards the Rabs valve on the frame being my issue. I might just bypass the valve because the truck is only a summer driver and will never see any snow. Anyone have experience with doing that?
