Yes, because you installed LED lights and have no 3rd brake light. You're getting stray voltage through the 3rd brake light wire that tells the computer to unlock the converter and also cancel the cruise control. I know on my truck, 3rd brake light was out and with the lights off at night you could very faintly see my LED brake lights still lit on the tow truck body. That's how i knew i had stray voltage on the brake wire. I dont know why i had it but it caused converter issues and i know when i replaced the blown 3rd brake light it went away. It's been fine for 15,000 miles now. So i would try putting a working non LED bulb in your 3rd brake light. Cruise not working and converter not locking usually means your brake signal is telling the truck its stopping

I'm pretty sure you need that for your converter to lock up correctly
well I put new bulbs in and I think I may have fixed it can't really tell on the streets and it's rush hour traffic right now so maybe later I hit the highway and see how it does. Thanks agian!

It isn't your problem. That problem was corrected in the '99 and newer trucks.
The flashing OD light means codes have been stored that will direct the diagnosis. You MUST get those codes to get this fixed. The places that read codes free CANNOT read these codes. You need either a good independent shop or a Ford dealer.

Following up on previous post, I changed the tranny and torque converter oil...thoroughly...I flushed the assembly with gallons of good stuff and the tranny seems to be a happy camper. I drove the rig about 110 miles (mixed highway and surface streets) without any overdrive warning light flashing at me. The tranny works perfectly. Could this have done the trick? I will keep a close eye of course.
The old fluid was "tannish" colored so I decided to just put good stuff in there.
