By the way...usually when you weld something onto the broken bolt, the bolt expands and contracts from the heat and cooling. That usually breaks it free so it can be turned.
On the bolt that you tried to easy-out....it probably didn't get heated to the same temp as the ones that you welded.
One last ditch effort....the steel bolts melt at a lower temp than the cast iron block. Not by much, but you can use an oxy-acetylene torch to heat the bolt and melt it out...you'll have to have the offending bolt facing down so it runs out when it's molten. You have to be careful because when the bolt melts, the block isn't far behind!! Sometimes a cutting torch has just the right blast to blow the molten bolt out....then stop and let it all cool. You'll have to run a tap into the hole to clean it up. Taps are easy to break too!
By the way....this is more or less something you try before scrapping the block.
