Assume you meant a "rear" anti-roll bar.
Can anyone confirm this for info?
I've read only later years got a rear anti-roll bar when the trailer tow package option was ordered.
The trailer tow package does not include the trailer hitch which was standard issue.
I put an RAS(Roadmaster Active Suspension) on mine. It does more than just a sway bar IMO. And no reason to have both.
The RAS is a fancy add leaf and increases you spring rate, it has no way of transfering force to the opposite wheel like a anti-roll or sway bar does. Contrary to the companies ridiculous marketing jargon it does not do the job of a sway bar. Fwiw, a stock height Excursion really doesn't "need" a sway bar so I ageee with you but would add , no need to have either one.

I changed rear springs on ours and it rides a bit higher, is stiffer when leaned on and has less drop when the trailer is hooked up.
The Hellwig rear anti-roll bar had no effect on ride height, but made an enormous difference in handling now that the rear end rolls a lot less in turns and crosswinds.
The upgrades do different things and combined make for much better control of the vehicle.
