1990 F 150 Wiper Issues

I have a 1990 F 150 4X4 XLT Lariat with intermittent wipers. I have replaced both the wiper switch and the wiper motor assembly. The wipers work only on "high", but return to "park" when the switch is turned to the off position. The wiper governor is internal in the wiper motor assembly, and according to all the diagrams I have looked at, there are no other relays, fuses, etc that are part of the wiper circuit. Has anyone else experienced this issue, and what did you do to resolve it?

No Ford dealer or obsolete parts vendor has E1UZ-17C476-A

E9TZ-17C476-A =

Thanks so much for your help. I had been told that the governor was internal in the wiper motor assembly. After your reply to my post, I dug a little deeper behind the instrument cluster and found the governor assembly.

Take the governor apart and re-solder all the connections. The force of the parking brake returning jars those things around and breaks the solder loose. I fixed mine twice. The second time I got smart. I wrapped the box in foam and just sat in in place instead of mounting it.
