Definitely can be done without removing the tailgate. I didn't even need a sawhorse. It makes the bottom hinge bolt a bit awkward to get to, having the back edge of the tailgate resting on the bumper, but still better than taking the entire tailgate off.....works perfectly....one of those, "why is this not standard from the factory?" questions.......I guess it's a source of post-purchase revenue stream for Ford.
I went to the D.C. Auto Show with our oldest son this past February. The Ford exhibit was popular, and there was a lot of interest in the Super Duty display, but there was a whole lotta tailgate droppin' goin' on.
Yes, I believe it's a worthwhile price to pay($75 total delivered to my door), especially if you have the optional tailgate step, which increases the tailgate's weight. I (and others ) can now drop the tailgate and it opens in a controlled manner rather than with a nasty "clunk". The damper "hisses" as the tailgate opens, and it also appears to contain a one-way valve, so there's no significant increase in closing effort.
For anyone else wanting to do this, here are the part numbers and prices for a 2017 F-150. I know these are good down to a 2015, but I'm not sure how much lower in years they go.

The Super Duty Kit is not available on Sunrise Ford's website. Some dealerships are listing the SD kit as low as $55 but I did not go far enough into the purchase to see if they add shipping on top of that.....the F150 kit will not work on a SD.
Still laughing as I watched the wifey look at the tailgate as though she had to support and hold that thing after she opened it, then realized, wait something is not right.....it's supporting itself. Yah!
This is a great mod. to add, that tailgate is pretty stout. I did not paint mine as it is partially covered by the McGard lock, spray in bed liner and cant see it when tailgate is up anyway.
