Is this normal? The idle stays up then goes a few seconds after I give it throttle. The solenoid holds the idle up then releases. I just rebuild the carb but it did the same thing before. I also replaced all the plug caps and vac tested lines. Also checked the intake manifold for air leaks. New carb base gaskets also.
The truck is in operating temperature and was driven 20 minutes.
I'm gonna smog soon and don't know if this is normal or will affect smog.

Your truck has a computer on it, and I think it has a electronic throttle positioner on the carb doesn't it? That is probably normal for it. Letting the throttle suddenly close shut creates high emissions, so they are probably bringing it down slowly to prevent that. I know the efi trucks do the same thing.
The only thing I remember being computer controlled on the '86 is the main jet, but I could certainly be wrong. Your idle also seems very high, it should be around 6-700. If your idle is computer controlled, the solenoid may be sticking, causing both the high and sticking idle
