starter relay

hey hows it goin got a question bout my 1990 f150 I just got it a few day ago on trade and they have the fuel pump and ignition rigged up the fuel pumps on a toggle switch and to start it takes two keys and I'm needing help to put back to factory. the first key is the factory one in the collume you turn it on to run and all the lights come and everything then theres another ignition you turn to turn it over and start it. My question is the factory key has a wire that has alittle over 10 volts when you turn to start and nothing any other time the ignition they added has alittle over 12 volts when you turn to start position and nothin any other time but when I connect the factory ignition with the 10 volts to the starter relay it want turn over but it will when the 12 volts is hooked up is 10 volts not enough to activate the starter relay.

10 volts is enough for the starter relay. You will get that if the starter is turning. If it's not turning and you are getting 10 volts, then you have a poor connection somewhere.
